Manchester is a home rule-class city in Clay County, Kentucky, in the United States. It is the seat of its county and the home of a minimum- and medium-security federal prison. The city's population was 1,255 at the 2010 census.

It's a very safe community. Low level violence. Good people.
Just about everyone knows each other by have working with them or meeting at a sports game their child plays on. I don't feel completely safe in this town for there are some ppl that are on drugs that I try to avoid. I'm 49 yrs old so the ones I associate with I would say are age friendly.
