Houston is the most populous city in the U.S. state of Texas and the fourth-most populous city in the United States. 

The Harris County Area Agency on Aging (HCAAA) is part of a nationwide network coordinating supportive services for the elderly as mandated by the Older Americans Act of 1965 and its subsequent amendments.

The HCAAA's programs are tailored to meet the social, nutritional, educational and logistical needs of all Harris County residents age 60 and above.

  1. Nutrition services include the home-delivered meal program for the homebound elderly and the congregate meal program at senior centers throughout Harris County. HCAAA offers in-home services, caregiver training and other supportive services.
  2. Personal Assistance: This service includes assistance with all tasks identified in Homemaker, plus activities related to the client's physical health. Assigned tasks and number of units per week are determined by the program supervisor.

Overall, the Lone Star State looms large in the list, with Dallas and Austin at Nos. 12 and 14, respectively, while San Antonio ranks No. 20. The Best Cities ranking comes courtesy of consulting firm Resonance, which deals in real estate, tourism, and economic development. The company ranked the best large cities in America — and the world — using cities with metro populations of a million people or more to delineate between large and small. To generate the rankings, researchers examined six factors: place, product, programming, people, prosperity, and promotion of a town. A city's performance across these six categories reflects the relative "place equity" and competitive identity of one city to the next, according to the report. "Smart, skilled, and soulful, Houston is the American city of the future," the report begins, with a nod to Houston's influx of international immigration in the past decade, "explosive population growth," and the more than 145 different languages spoken at home. How did Texas earn the grade of B? We examined the state taxes based on how age friendly they are. Texas has a state sales tax of 6.25%. Of particular interest is that Texas does not have taxes on social security. There are no estate taxes. There are no taxes imposed on inheritance. Texas has an effective property tax rate of 1.86%. Weighing these taxes and other taxes most likely to impact the aging population is how Texas earned its state tax grade of B.
