Carlsbad is a city in and the county seat of Eddy County, New Mexico, United States. As of 2010, the city population was 26,138. The New Mexico Aging and Long-Term Services Department (ALTSD) provides accessible, integrated  services to older adults, adults with disabilities, and caregivers to assist them in maintaining their independence, dignity, autonomy, health, safety, and economic well-being, thereby empowering them to live on their own terms in their own communities as productively as possible. It has  3 primary ways it interacts with the public and maintains age-friendliness with its residents:

  1. Aging and Disability Resource Center: The ADRC is here to assist elders, persons with disabilities and caregivers to find services and resources to help them live well and independently.
  2. Care Transition Program: This free program helps residents transition from long-term care facilities back into a community setting.
  3. Senior Services: Meals and nutrition, Employment programs, Transportation, Help at home, Senior Centers

How did New Mexico earn the grade of D+? We examined the state taxes based on how age friendly they are. New Mexico has a state sales tax of 5.13%. Of particular interest is that New Mexico does have taxes on social security. There are no estate taxes. There are no taxes imposed on inheritance. New Mexico has an effective property tax rate of 0.76%. Weighing these taxes and other taxes most likely to impact the aging population is how New Mexico earned its state tax grade of D+.
